What are these changes?Mr Putin plans to hold a constitutional referendum to redistribute some powers from Russia’s presidency:
1. Parliament will gain greater powers over the cabinet, judges, and the security services.
2. Future presidents will be limited to two total terms in office. They will be required to have lived in Russia for the past 25 years and never to have held a foreign passport or residence permit.
3. The State Council, an advisory body, will gain expanded powers.

家园 我看到一个说法 普京希望俄罗斯体制从总统制向议会制转变。这样，他就不必打破连任的限制，可以以政党的方式继续控制俄国政局。从你文中的三条看，都符合。

家园 梅德韦杰夫比较亲西方 好像是他当总统的时候同意北约对利比亚空中管制，实际上导致北约对利比亚的狂轰乱炸，使卡扎菲倒台，并被残杀。
据说普京一直对卡扎菲被杀害耿耿于怀。

家园 新总理是非常典型的技术官僚，主要负责推动俄罗信息化的工作 实际上这可以说是中俄靠拢的其中一步，因为俄罗斯现在进行的信息化建设是建立在中国技术和设备的基础上，随着这位新总理上台必然加快俄罗斯信息化建设的步伐。出现这种情况除了这几年中国对俄罗斯的支援让俄罗斯对中国信任度提高，也有苏联留下的基础设施老化加剧，俄罗斯需要中国帮助进行基础设施建设这一现实需求的影响。
