Mr Putin plans to hold a constitutional referendum to redistribute some powers from Russia’s presidency:
1. Parliament will gain greater powers over the cabinet, judges, and the security services.
2. Future presidents will be limited to two total terms in office. They will be required to have lived in Russia for the past 25 years and never to have held a foreign passport or residence permit.
3. The State Council, an advisory body, will gain expanded powers.
