You missed my point on why I ask him. I am afraid he is in agnosticism and try to put it as "the truth". That is a very slippery road, when he put it into political debate (like 比如马克思认为自己找到了人类发展的规律，这绝对是一句绝对的话，我估计没有多少人今天还相信。). But I could be wrong.
In any case, no one belive Newton's law is "the truth", but it is closer to "the truth", in the sense that it is very useful, and could be fetal if you do not believe in it (like jump from Halfdome).
I do not see any distinction between his use of 规律 and theory.His truth (seems to me) is the GOD, or any theory you choose to believe in. Again, I could be wrong, that's why I am asking.
