I really think this number is way too much, let us compare the Qing dynasty around the end of 乾隆 period, which I do not think is poorer than 唐玄宗天宝中期 in any sense.

the population of 唐玄宗天宝中期 should be around 50 million (from my memory of the Appendix of 唐诗鉴赏辞典) and 据《通典》卷七《食货》载，到天宝十三年（公元754年），全国有891.4709万户，5291.9309万口.

The following information is from Internet, which I think is reasonable:

乾隆５年清查人口时，全国人数１．４亿，到了乾隆２７年，已经超过２亿人，乾隆５５年突破３亿大关.

　清前期，田赋以征银为主，也征收一定的米、麦、豆、草等实物。田赋收数，顺治十八年（1661年）为银2157万余两、粮648万石；康熙二十四年（1685年）为银2445万两、粮433万石；雍正二年（1724年）为银2636万余两、粮473万石；乾隆、嘉庆、道光时期，因丁银并入田赋，地丁征额合计增至3000万两上下，粮数连漕粮在内共800余万石[40]。作为田赋附加随地丁征收的耗羡，乾隆时为300余万两，嘉庆时达到400余万两。

There were at least two big discussions on the exchange rate of 银两 and 人民币 in cchere before, I remember the conclusion is 一两= 200~400元

Any way let us take 一两= 500元 and 3000万两 for 暴力简化计算, the number is 150亿, with 6x population and with much developed 工商业, the income of Qing danasty is only half of Tang danasty? I do not buy it.
