The "republic" in your quote refers to the Republic of China, not PRC. Nothing wrong with that quote actually. Constitution of ROC was a joke for ROC when it governed China. Of course, in CCP's eye, this paragraph should have separated the war of liberation and those wars among warlords, and highlighted the war of liberation and the Jap-sino war. But I think it is a minor point. I have not read other parts of that editorial. This is just about the quote.
