People generally understand a spokesperson's work as simply propaganding formal thesis in rhetorical forms. However, all rhetorics must be supported by firm principles; if the spokesperson doesn't believe in the principles, his or her rhetorical will be withered under the sunlight of public, as the person you'd mentioned in your post. This truth cannot be changed by a single training program whose curriculum focuses on rhetorics only. The more important work should be establishing unrebuttable principles in the spokesperson's mind. It's tedious, true, but it's crucial.
