I would rather believe that they are for lobbying the congress because "All lobbying expenditures on this page come from the Senate Office of Public Records".

What really surprised me was that I expected much more money than the listed. I guessed there's got to be a lot more designated for political contribution, which is possibly listed somewhere else.
