If you live in State A (7% income tax) and work in state B (5% income tax), you will have to pay 5% to state B and 2% to state A.
If you live in State B (5% income tax) and work in state A (7% income tax), you will have to pay 7% to state A only.
Hence, in either case, you still have to pay 7% (the higher rate).
