昨天群里突然出现了一份文件，显示尼日利亚政府将向所有在尼的外籍就业人士征收外籍人员就业税（EEL），标准是外籍高管每人每年15000美元，普通外籍员工每人每年10000美元。

本以为是哪个无聊的人开的玩笑，没想到今天正式的文件就出台了，并且要在4月15日前完成缴税和登记工作，以后这个缴税记录（EEL卡）将在入境时与护照同时使用，没有EEL卡的外籍人士将不允许入境。

虽然我的生意利润足够支撑起这笔税收，但平白无故要交10万元人民币（我在尼移民局登记的身份是我公司的Director，要缴15000美元），也足以让我胸闷。

我公司还只有我一个中国人，那些中国员工更多的企业估计这段时间都睡不着了。

印度人反应很快，今天尼国政府签发的文件，今天印度大使馆就召集了在尼印企的会议并很快拿出了应对方案。

Please find below the bullet points of today’s discussion at the Indian Consulate:

1. Indian committee is trying to explore the legal way to bring stay to the implementation of EEL.

2. Indian consulate is trying to get support of other Indian consulate also, he had discussion with Lebanese consulate who informed 20% of their people already have Nigerian passports and rest will apply if this levy is implemented, Chinese consulate was busy yesterday he will contact her again.

3. Indian consulate has assured he will consolidate all the points which different people are sharing and make a case and present to Nigerian government, if needed Indian external affair ministry will also be there to support and do discussion with Nigerian ambassador in India and through other diplomatic channels.

4. Couple of other committees of Indian were proposed in the previous meeting which they want to establish seriously, in order to ensure Indians are treated fairly and no sudden law or policy should be forced on them abruptly and if anything comes Indian committee should have good people to support them in adverse situation.

5. Indian committee representative will try to reach Nigerian government representative and explain the situation that this levy will give only short term gain but in long term FDI will have negative effect and would like to draw their attention in G 20 meet, Indian Government has supported Africa and now if this levy will be imposed on Indians, it will have effect of international trade and between relationship of India and Nigeria.

6. Indian committee representative will try to convince government that instead of haphazard decision they should give 5 years’ time so expatriates can train the Nigerians and do the knowledge transfer wherever is possible.

7. Indian consulate has given hints international pressure will be built on Nigeria on this issue however he suggested, do not undermine the people behind this idea, they must have planned something for the reaction also.

8. Indian consulate has asked for 30 days and assured this issue is taken very seriously and something concrete / in right direction should be expected within this time frame.

现在是尼国当地时间29号晚上11点，中国人的群里还在讨论汇率的影响，直到我吼了一嗓子，才开始有商会的人说已经向使领馆和国内的贸促会报告了此事，要等反馈。

现在的计划是如果EEL真的落地，我就把在尼公司整体转让给合作多年的黑人，自己用商务签证出入境或者干脆就黑在这边直到EEL取消或自己完成创业目标回国。

至于入籍拿尼日利亚护照，可行性是有的，但时间来不及了。
